57th GST Council: Key Notifications, Circulars and Business Implications

The notifications and circulars issued following the 57th GST Council meeting of 8 October 2026 address input tax credit, refunds, registration and the administration of GST. CNK’s newsflash brings together these developments and their phased implementation dates, helping businesses identify the changes relevant to their operations.

Input tax credit and refunds

The publication examines the revised treatment of post-supply discounts, the extension of provisional refunds to inverted duty claims and changes to refund calculations. It also covers input services and capital goods, with different commencement dates, alongside changes to refund acknowledgements and system-based processing.

For exporters, the newsflash discusses receipt of export proceeds, realisation requirements and the retrospective effect of the omission of Rules 96(10), 89(4A) and 89(4B). These developments merit a review of pending notices, withheld refunds and appeals in light of the applicable provisions.

Registration, ISD and compliance processes

Registration guidance covers prescribed documents, co-working premises and grievance channels. The publication also explains changes affecting e-commerce sellers, amendments and cancellation of registrations, and the phased introduction of system-driven processes.

The Input Service Distributor section addresses multiple ISD registrations within a State, distribution of credit and recipient-level eligibility and reversals. Finance teams should assess how these changes affect their existing allocation and reporting procedures.

Sector-specific changes

The newsflash brings together rate changes and clarifications for goods and services, including hospitality, electric vehicle transport, delivery services through e-commerce operators, second-hand vehicles, financial services and specified waste and scrap. Conditions governing credit availability, reverse charge and tax deduction require attention alongside the headline rates.

Notices, appeals and implementation dates

The publication discusses guidelines for show cause notices, adjudication, pre-deposits and refunds arising from appellate orders. It also distinguishes the interim instructions applicable to CBIC formations from the position of State authorities.

Implementation is phased. While many changes take effect from 1 November 2026, the publication identifies further dates of 1 December 2026, 1 January 2027 and 1 April 2027. Businesses should map the relevant changes to their invoicing, procurement, refund and registration workflows rather than assume a single commencement date applies throughout.
